The differences between the two are:

The TCG is basically the international version while the OCG is more popular in Japan, where Yu-Gi-Oh comes from.
A starter deck is designed for those who want to learn this game. These decks are usually made for specific strategies are included in their packages. Having said this, there's no reason for duelists not to try to add cards to their decks, to make them stronger once they learned how things go.
This deck contains 45 cards that have the following rarities:
- 1 Ultra Rare
- 4 Super Rares
- 40 Commons
While it might be difficult to tell which cards are the rare ones, you can still keep track of them all with the list on the back of the package. This deck is for the TCG version and if you want to plat the OCG, seek out the Starter Deck 2012.
