Apart from being selected by Konoha's Kage, the higher-ups of the Anbu often scout for young shinobi from the Academy who show potential and may be interested in joining their ranks to serve the village in a different capacity. This is how Kakashi was recruited at the age of thirteen, a path later followed by Itachi Uchiha, who became the youngest Anbu member at eleven years old.
