Becoming the Hokage is not a small feat, which is why only the best shinobi are entrusted with leading the Village Hidden in the Leaves. Thanks to all of these leaders, the village has persevered through numerous hardships over the years and evolved into a place known for the finest Ninjas in the world.
From Hashirama Senju to Naruto Uzumaki, the Leaf Village has seen its share of exceptional Hokage, making the task of ranking them quite challenging. Anyway, let's try and see who among them might be considered the weakest and who stands as the most powerful Hokage in the Naruto series.
8. Shikamaru Nara | The Eighth Hokage
After Naruto was sealed by the Otsutsuki in Boruto: Naruto Next Generations, Shikamaru stepped up to the leading position of the village, becoming the Eight Hokage of the Leaf. He is by no means a weak shinobi and possesses a distinctive jutsu known as the Shadow Imitation Technique, giving him the ability to restrain even the most powerful enemies.
However, what makes Shikamaru a fan-favorite and a competent leader is his exceptional intellect and battle knowledge. Known as one of the smartest characters in Naruto, Shikamaru has consistently shown that success in combat relies not only on physical skills but also on strategic thinking and clever maneuvers.
While he may be the weakest Hokage, Shikamaru is the one Konoha needs during the time of war. With his intellect and resourcefulness, Shikamaru can bring stability to the village and devise a plan to rescue Naruto, protecting the world from the threat it's facing.
7. Kakashi Hatake | The Sixth Hokage
There isn't a fan out there who dislikes Kakashi, and there's a good reason for it. While he doesn't have flashy powers like some other characters, the Copy Ninja is still one of the strongest shinobi in Naruto.
After reaching the peak of his power during the Fourth Great Ninja War, Kakashi lost his greatest ability = the Sharingan. However, while he was well-known for that power, Kakashi possessed outstanding leadership qualities that allowed him to grow into a shinobi worthy of the Hokage title.
While the role of Hokage has historically been held by the most powerful members of Konoha, Kakashi's abilities during his time as the village's leader were not as remarkable as those of characters like Minato or Hashirama. Despite this, he proved to be a great leader and fulfilled one of the most heartwarming duties a sensei could perform - officiating Naruto's wedding.
6. Hiruzen Sarutobi | The Third Hokage
Hiruzen Sarutobi was truly deserving of the title of Hokage and remains one of the most respected shinobi in Konoha's history. Known as the God of shinobi, Hiruzen led a long life full of numerous accomplishments, including training the three Legendary Sannin and mastering all nature releases, ensuring his legacy among the greatest of all time.
The Third Hokage was an excellent leader who understood the importance of taking responsibility and protecting his village. Although his prime years weren't showcased much, the Naruto series offered fans a peek at his true strength during the battle against Orochimaru. There, he stood his ground and presented a significant challenge to one of his students.
By summoning Edo Hashirama and Edo Tobirama and ultimately using the Dead Demon Consuming Seal, Hiruzen demonstrated that despite his advanced age, he possessed considerable strength and was willing to sacrifice everything for his village. Although he lost this battle, he successfully defended his village and left behind a legacy of hope and inspiration for the next generation.
5. Tsunade Senju | The Fifth Hokage
Following Hiruzen's demise in the clash with Orochimaru, Konoha was left without a Hokage. Despite being offered the position, Jiraiya declined and instead recommended his close friend Tsunade Senju - one of the Legendary Sannin and a shinobi with unparalleled abilities.
While a ninja's strength is often judged by their offensive prowess, Tsunade shines in other areas as well. On top of her remarkable strength and resilience, she was known as the world's best medical kunoichi, aiding the Allied Shinobi Force by healing their injuries and providing them with the crucial strength needed to win the Fourth Great Ninja War.
Great sensei produces great students, and Tsunade was one of the best people to prove it. She was a great leader and a compassionate mentor who deeply cared for Naruto and the other young ninjas. With all of her abilities and qualities, Tsunade had everything required to be a truly exceptional Hokage.
4. Minato Namikaze | The Fourth Hokage
Back in his day, Minato Namikaze was arguably Konoha’s strongest warrior who proved his strength during the Third Great Ninja War where his involvement helped the Leaf Village prevail. During that time, Minato’s deeds were well known among all shinobi, so much so that the enemy forces fled instead of fighting him.
Also known as the Yellow Flash of the Leaf, with his mastery of various types of jutsu, Minato earned Konoha’s trust and respect and became the Fourth Hokage after the war. During the time he enjoyed his position, he was blessed with a child and maintained a brief time of peace in the village. Sadly, his time as the Leaf’s leader was cut short by the attack of the Nine-Tailed beast.
During this assault, Minato gave it all for his village, sacrificing himself and sealing the beast inside his son, Naruto Uzumaki. Apart from the Nine-Tails, Minato left the village and his son with a very powerful jutsu of his creation - the Rasengan. Even though he was not a huge part of the series, Minato’s strengths cannot be denied and he undoubtedly deserves to be put among the best Hokage of all time.
3. Tobirama Senju | The Second Hokage
Tobirama was not just a strong shinobi, but an exceptional leader and diplomat as well. He took the Hokage position after Hajirama’s death and managed to establish safety and stability in the village and improve the quality of life of all ninjas.
The second Hokage created the Konoha Military Police Force, trying to give the Uchihas a higher status in the village. Moreover, he invented the Anbu Black Ops, the Konoha Academy, and it was during his time that the first shinobi Exams were held. His creations didn’t stop there as he also invented many valuable jutsus like the Shadow Clone Jutsu and the Flying Thunder God Technique - Minato Namikaze’s favorite.
Tobirama led the Leaf Village’s forces in the First Great Ninja War where he was defeated in a fight against Kinkaku and Ginkaku, ending his very successful reign. In the grand scheme of things, Tobirama wanted nothing but prosperity for the village and, with his revolutionary additions, proved to be one of the most important Hokage in its history.
2. Hashirama Senju | The First Hokage
Aside from being the first Hokage, Hashirama Senju stands as one of the greatest shinobi in history for several other reasons. He was a great warrior who mastered the Wood Release techniques and a strong leader who fought for peace in the Leaf Village. As a young man, he befriended Madara and played an important role in bringing an end to the longstanding conflict between the Senju Clan and the Uchiha, starting a new chapter in the history of shinobi.
As a reincarnation of Ashura Otsutsuki, Hashirama was destined to wield formidable power, making him nearly unbeatable. His strength was demonstrated in the epic battle against Madara, where he faced both the mightiest Uchiha and the Nine-Tailed Demon Fox. Utilizing his Sage Mode alongside the True Several Thousand Hands Kekkei Genkai, Hashirama emerged victorious, defending the village from harm.
However, despite his unmatched strength on the battlefield, as a Hokage, Hashirama faced challenges in maintaining peace within his village. Nevertheless, he remains a huge part of Naruto’s history, the person who truly changed the world and put the foundations for everything that followed.
1. Naruto Uzumaki | The Seventh Hokage
The strongest Hokage of them all, the mightiest shinobi. Naruto Uzumaki embarked on his journey as a young boy with a grand dream of becoming the Hokage of the Leaf Village. Through huge determination and tireless effort, he overcame a lot of obstacles to get to the top. He faced the fiercest of enemies, even challenging his own friends, and accomplished feats that seemed impossible to others.
Naruto rightfully earns the title of the strongest Hokage in the series as he is not only a formidable warrior but also an exceptional leader who genuinely cares for every individual in his village. He is the master of the Rasengan, possesses the Nine-Tails, and, as the reincarnation of Ashura, can activate the Six Paths Sage Mode, solidifying his status as the most complete shinobi the world has ever seen.
From being the most disliked kid in Konoha to learning from sensei like Jiraiya and Kakashi, and ultimately surpassing them to become Hokage is a remarkable journey. Most importantly, Naruto remains a pure soul through it all, a person who sees the good in everyone and wants to ensure the well-being of all in the village - just like a true Hokage should do.
Bonus | Danzo Shimura
Following the Pain Assault, with Tsunade falling into a coma, Danzo took advantage of this opportunity to position himself as the leader of the Leaf Village - a title he wanted for a long time. However, technically speaking, Danzo wasn't a Hokage but rather a manipulator who seized the position by force and kept it for a short period.
After participating in the Five Kage Summit, Danzo engaged in battle with Sasuke Uchiha and was ultimately defeated. Since no one acknowledged his self-proclaimed leadership role, Danzo’s brief attempt to seize power held no significant meaning in the series, making him a villain who only brought harm to the Village.

The Hokages in Naruto represent a lineage of remarkable leaders, each with different but equally important strengths and legacies. While ranking them from weakest to strongest may spark debate among fans, one thing stands true - every Hokage played a vital role in shaping the village's history.
From Hashirama Senju's founding of the village to Naruto Uzumaki saving it multiple times and finally accomplishing his childhood dreams, every Hokage reflects the strength of the shinobi. Their combined legacy, no matter their rankings, proves how strong the Leaf Village is and what they pass on to the next generations. Their stories and personalities are truly inspiring, showing how important it is to lead, sacrifice, and stay together when things get tough.
