The Monarchs are ancient, godlike beings born from the Absolute Being’s shadow side, destined to wage an eternal war against the Rulers, who were born from His light side. Hailing from a realm beyond Earth, these entities command armies of magical beasts and possess unfathomable powers that bend reality itself. Their goal? To annihilate humanity and destroy the Rulers once and for all.
Each Monarch has a distinct domain and terrifying abilities that make them a force of nature on the battlefield, whether it’s ice, plague, destruction, or shadows. Their war spilled into countless worlds, with Earth becoming a critical battleground in their endless conflict. While united by a common enemy, the Monarchs are not without rivalries and ambition among themselves, often clashing to secure dominance.
In the grand tapestry of Solo Leveling’s storyline, they are more than just villains, for they are the embodiment of chaos and the very force that places humanity, hunters, and even Rulers on edge.

Legia is one of the nine original Monarchs created by the Absolute Being to destroy humanity. As the weakest among them, he only played a small part in the fight against the Rulers after his creator was killed. He was severely weakened after being captured and imprisoned by the Rulers, becoming only a shell of his former self.
Legia is the Loki among the Monarchs, as his abilities focus on manipulation and survival rather than direct combat. His battle against Jinwoo was his last, for while he tried to pull stunts on the series’ protagonist, Jinwoo got over his jinx and ended him, making their fight one of the easiest Monarch fights Jinwoo ever had.

Just like Legia, Rakan is a survivor and not much of a fighter. In simpler terms, he’s an opportunistic villain, the type gamers call camper. His combat prowess is not enough for direct combat, so he’d rather lie in wait for opportunities or just run when faced with a stronger opponent.
Irrespective of his strength not being enough to stand against other Monarchs, Rakan is the King of Beasts. He could fully transform into a wolf-like creature that’d increase his abilities and grant him instant regeneration, so only fatal wounds tend to slow him down. He also has telekinesis that allows him to move and control objects, as seen in his fight against Thomas Andre.

The Iron Body Monarch Tarnak was a fierce force driven by tremendous physical strength and primal instinct. Even though he wasn't the cleverest of the Monarchs, his unrelenting aggression and fierceness on the battlefield made him a lethal predator who was dreaded for the mayhem he was always prone to cause.

Though he died before the main story, a magical clone of Baran served as the Demon Castle’s final boss for Sung Jinwoo. The real Baran was likely even stronger, cementing his legacy as a relentless and intimidating Monarch.

When he believed victory was within reach, Sillad’s confidence faltered at the sight of overwhelming strength, revealing that beneath his icy exterior lay a Monarch capable of fear.

Among the Monarchs, Querehsha was one of the strongest and cruelest. Vicious and bloodthirsty, she enjoyed murdering people, treating them like prey, and displaying an oddly parental protectiveness over her army of insects. Her powers were as horrific as her personality: venom production, regeneration, manipulation of mana to create lethal structures, necromancy to reanimate the dead through parasitic insects, and spiritual body manifestation, which changed her into a monster insectoid form.
Along with Rakan and Tarnak, she was instrumental in the murder of Christopher Reed, which boosted her self-esteem. She joined Sillad in facing Sung Jinwoo, but she was overwhelmed and ultimately defeated. Like her fellow bug, the Ant King, Querehsha suffered a quick and humiliating end after being distracted by Beru and struck down by Jinwoo's indomitable talent.

His power, however, was undeniable: Being able to summon an immortal Shadow Army; abilities like Shadow Extraction, Monarch’s Domain, and even Ruler’s Authority; and the strength to kill Monarchs such as Baran and Legia without effort. Antares himself feared him. Yet Ashborn’s greatest act wasn’t on the battlefield; it was entrusting his limitless might to Sung Jinwoo, not to use him as a vessel, but to give humanity a chance to break the cycle of bloodshed forever.

Antares is the Monarch of Destruction and King of Dragons, and stands as the oldest and most powerful of the original nine Monarchs. Created solely to eradicate all life, he is the embodiment of chaos and annihilation. His fight with Jinwoo proved to be the Hunter’s greatest challenge, but through cunning strategy and the Rulers' intervention, the reign of the ultimate destroyer finally ended.

Sung Jinwoo’s story from the “Weakest Hunter Of All Mankind” to becoming the most powerful being in existence is one of the most fascinating ever seen in anime. As an E-Rank hunter at first, he only barely survives low-level raids and often puts his life in danger for small rewards. But when he was selected by a mysterious, game-like system to succeed Ashborn, the first Shadow Monarch, everything changed. From that moment on, every battle pushes him beyond his limits, until he not only inherits Ashborn’s abilities but completely surpasses him.
With powers like Shadow Extraction, Bloodlust, Ruler’s Authority, and Mutilation, he commands an unstoppable army of shadows and is so swift, precise, and powerfully destructive that his abilities allow him to fight against other Monarchs, placing him far above all other hunters in the world. However, after a 27-year-long campaign spent looking for all the Monarchs, they all saw the true extent of his strength.
When he finally faced Antares again after barely surviving against the King of Dragons, he was finally able to finish him off without requiring any help from anyone, as Antares was completely helpless against him. At the end of the Solo Leveling series, Sung Jinwoo stands at the very peak of existence, as he’s now finally earned his place as the Strongest Monarch.
Antares, the Monarch of Destruction, used to be the strongest, but at the end of the series, Sung Jinwoo later emerged as the strongest Monarch in Solo Leveling.
Sung Jinwoo, the new Shadow Monarch, defeated all the other Monarchs after a long and arduous battle. He received help from his shadow army and his father, Sung Il-hwan.
The nine monarchs in Solo Leveling include Rakan, Legia, Tarnak, Baran, Yogumut, Sillad, Ashborn, Querehsha, and Antares.
In Solo Leveling, Antares, the Dragon Monarch, is generally considered stronger than Ashborn, the Shadow Monarch.
In the Solo Leveling web novel, there are a total of nine monarchs created by the Absolute Being alongside the Rulers.
Sung Jinwoo is the strongest man in the Solo Leveling universe. While the Absolute Being used to be the strongest, he’d been eliminated long before the story began.
There are a total of seven Rulers in Solo Leveling, and the known vessels for them include Thomas Andre, Liu Zhigang, Christopher Reed, Siddharth Bachchan, Sung Il-hwan, Go Gunhee, and Jonas.
